Summary
Since this site doesn't have an update to include Sinister gear, you will have to fill in the slots for yourself. As always, I am just using this as a referencing point.
This build has proven to be really effective in the Silverwastes PvE zone against mobs and bosses (champion and legendary). It combines a good level of condition damage and power, and crits consistently for extra damage.

These utilities aren't written in stone. I do, however, highly recommend the Signet of Fire and Signet of Earth; they not only add immediate bonuses to your toon, but when activated they cause significant damage to enemy mobs.

Trait Details
I recommend this trait set-up for maximum benefits to what this build has to offer. You can, as always, switch the traits around to fit whatever meta is out there if you want, or simply swap some traits out for others and keep this set up as is. I'm not a huge fan of running meta builds and this is why; I don't believe I've maximized damage or survivability but on the same token that's not what I was going for. I am not a true "min-maxer" and I choose to have a balance in my builds that's reliable in all situations so that the variables in my build are insignificant due to the other perks.
