Summary
This was a build obtained on guru a while back. Unfortunately it's been removed by the author due to a formatting mishap, so the rationale behind everything is missing. Fortunately there are similar builds out there so just look around.
In a nutshell, the general idea behind this build is after buffs and foods, you're at 100% crit chance. It offers almost nothing in terms of party support.

Weapon and Skill Details
Quickening Zephyr is used in conjunction with the shortbow attack 1 for burst damage as needed. Frost Spirit is very helpful, especially in group play. I personally prefer to have a passive run skill on my characters, so I use Signet of the Hunt. I've seen builds using Sharpening Stone, and with such viable condition builds out there I don't see the point. Especially when it comes to bleeds.

Upgrade Item Details
It has been suggested that Superior Sigils of Accuracy and Perception would be better. I believe the author's contention was with the way the build is set up (food, fury buff, etc.) you don't need that extra boost to hit 100% crit. In my own experience I doubt I genuinely hit 100% much at all, so it's up to you.
As for infusions, you might want to save money and grab Precise WvW Infusions for your offensive trinkets. I hear most fractal-goers don't like rangers due to pets anyway.
V. Basic Gameplay
Gameplay is really pretty simple. Shortbow 1 is your bread and butter, especially when nearly every shot is a crit.
