Summary
Here is a Guardian build optimized for pve where you don't need much/any utility. Use this build when you can't keep up aegis 25% of the time and won't need Master of Consecrations at any point. Otherwise run 4/6/2/0/2.

Weapon and Skill Details
You should be doing gs + 1H/focus rotations. Swap to scepter against bosses with large hitboxes and camp it.
Whirling Wrath - Hits up to 14x if your in a target's hitbox
Binding Blades - Hits with all projectiles if in a target's hitbox with adds around
Flashing Blade - DPS loss. Use only if you need the blind or vuln
Zealot's Defense - Not a significant gain over auto. Only use for projectile destrucition
Heal - Sancturay is best unless you can't block attacks (Mai Trin)
Wall - Always use when there are projectiles
Retreat - Always use if you can fit it in for aegis spam/block rotations
Purging Flames - Use for condition removal or to make a fire field to stack might
Shield of the Avenger - Use along with Wall if there are a lot of projectiles
Stand Your Ground/Hallowed Ground - Use one or both depending on how much stability is needed
Bane Signet - Use if you have a free slot for long fights or constant fights
Elite - Use mainly Renewed Focus. Use Courage for Old Tom and Wrath for haste if you have no need for the blocks.

DPS - Hits all the best general damage multipliers as well as all the weapon mulitpliers being used
You can take 2 out of Zeal and put it to Valor for Strength in Numbers for more group toughness with a very small loss to dps
If your using this for Scepter than swap traits
Zealous Blade -> Scepter Power
Powerful Blades -> Radiant Fire (Do this for mace also)
Amplified Wrath -> Focused Mastery (Only for very long fights)

Upgrade Item Details
For day use Force + Accuracy. Use Strength or Frailty instead of Accuracy for pugging or doing open world on your Sword/Focus set but stick with Accuracy for GS. You will want to stack bloodlust if you choose to.
V. Basic Gameplay
Use projectile defense, blind spam, binding blades to group mobs, and condition removal. This is why you bring a Guardian in a group. Do rotations to optimize on DPS when possible.
